Caesars Windsor is operated by Windsor Casino Limited ("WCL"), a consortium established in 1993. For 14 years, the property operated under Casino Windsor until June 19, 2008 when it was rebranded Caesars Windsor. Prior to opening the permanent Casino Windsor in 1998, WCL operated two interim casinos. WCL combines the substantial strategic strengths and capabilities of two of the most respected companies in the gaming, entertainment and hospitality industries: Harrah's Entertainment Inc. and Hilton Hotels Corporation.
The Ontario Lottery and Gaming Corporation (OLGC), a crown agency of the Government of Ontario represents the Government of Ontario in issues concerning ownership, operation and management of casinos in Ontario. WCL operates the casino on behalf of the Government of Ontario. The Government of Ontario retains 20% of the gross gaming revenues of the casino. WCL is paid an operating fee that is tied to revenue and operating results. The profits from the casino accrue to the Province of Ontario to support programs such as health care and education.
